Schools Instrumental Music Lead Officer Band 5 Salary range: £28,500-£40,000 Location:  Chelmsford based , Countywide Travel Permanent Full Time Contract Closing Date (Period for Applying) - External: 16/08/16    Job Purpose Summary: The purpose of this job is to ensure high performing instrumental music tuition meeting all agreed service standards.   Key Responsibilities and Accountabilities   Line Manager Core Accountabilities
  • Manage the organisation to a high-performing, customer-centric culture through exemplar behaviour in accordance with ECC’s Values and Core Leadership Behaviours.
  • Manage employees in working flexibly and collaboratively across structural boundaries as part of project or process teams in support of key outcomes.
  • Manage the development of organisational capability through good people management, including the training, development, mentoring and coaching of team members.
  • Thinking creatively, challenging the norms, and constructively challenging those around them (including those more senior) to ensure continuous improvement, commercial astuteness, and inspire the same in employees.
  • Ensure the proper assessment, management and mitigation of risk, including Health and Safety and Business Continuity.
  • Work as part of project or process teams as required under the new operating model, ensuring excellent cross functional output.
  Role Specific Accountabilities
  • Ensure instrumental music tuition delivers its outputs, ensuring best value for money and accurate in-year spend.
  • Engage with appropriate stakeholders to define requirements and achieve quality, timely and value for money services.
  • Use specialist skill, knowledge and experience to ensure the effectiveness of instrumental music tuition, ensuring that it is best in class enabler of ECC’s corporate output.
  • Provide expert instrumental music tuition advice and guidance to Head of Music Service as required.
  • Meet customer standards and ensure consistent adherence to both designed outcomes and agreed service levels.
  • Ensure compliance with all external and internal regulation.
  • Work collaboratively with partners to ensure the best overall outcome for the people of Essex, whilst protecting ECC’s interests.
  • Ensure the instrumental music tuition offers all Essex children aged 5 to 18 the opportunity to learn a musical instrument.
  • Ensure the instrumental and vocal music tuition provides clear progression routes that are available and affordable to all young people.
  • Ensure the instrumental music tuition supports all schools.
  • Contribute to the development of the Essex Music Education Hub online presence and propose opportunities for development in the area of Schools Instrumental Music tuition.
  Knowledge, skills and experience

 

  • Professional qualification Honours Degree or equivalent in music.
  • A professional teaching qualification is preferable.
  • Thorough knowledge and understanding of the requirement of Music Hubs in the National Plan for Music Education and other relevant papers.
  • Evidence of successfully delivering outcomes in instrumental music tuition provision.
  • Evidence of continuing professional development.
  • Experience of generating income from a variety of sources.
  • Experience of high quality curriculum provision.
  • Experience of managing change in a complex environment.
  • Experience managing a large workforce.
  • Experience of leading quality customer service.
